Confusing text in the 'Bash Shell Startup Files'

Description
Noted in the 'Bash Shell Startup files' section in the 'After LFS Configuration Issues' chapter is the following paragraph:
"To the standard files, /etc/bashrc is called from the user's ~/.bashrc for system wide initialization of non-login shells."
I do not understand what this is supposed to mean. If perhaps I'm just being dense and cannot comprehend the obvious, please close this bug with my apologies.
However, after reading it several times, and *trying* to interpret the meaning, I cannot. I suppose what is throwing me off are the words "To the standard files". I cannot understand what this means.
Perhaps someone could reword it so it isn't so vague?
