I had reason to build seamonkey on current svn on my old zen1 machine. The build failed right at the end, mentioning the elf hack.

We already mention this in firefox and thunderbird, and I have to do it for both of those on Zen machines (which this is). But I have not done it before on my main Zen build machine and I have not recently built seamonkey on this one.

Will need to reboot to a slightly older system to see if it is a binutils-2.16+ feature.

Confirmed this is new with binutils-2.36 (or , less likely, glibc-2.33).

A report at linuxquestions https://www.linuxquestions.org/questions/showthread.php?p=6217635#post6217635 from someone using LFS-10.0 with binutils-2.36 and glibc-2.32 and the same problem. So, binutils it is, and perhaps a common problem, will default to disabling elf-hack.
