I plan to submit the patch upstream (after it is tested) so we don't have to keep the .pc file in our instructions. Hence the overkill :)

Fixed. The .pc file creation has been moved to libmad section.

I have uploaded a patch to <http://linuxfromscratch.org/~tushar/downloads/libmad-0.15.1b-pkgconfig.patch> that creates a mad.pc file during ./configure and then installs it during make install. It is not in a state that can be submitted upstream since (1) it patches the generated configure and Makefile.in files rather than configure.ac and Makefile.am (2) the way the .pc file installation is added to the Makefile.in is not very elegant and will definitely cause some $%#@ upstream:)
If it is decided that we use this patch, I will add the headers, etc. to the patch and submit it to patches project.
