I started looking at this after I saw Business::ISBN in the Changes, because I didn't recognize it as a dependency we had noted. In fact the change is in the cpanfile and for developers of URI:
on 'develop' => sub {
- recommends 'Business::ISBN' => 0;
+ recommends 'Business::ISBN' => "3.005";
(etc)
So, anyone developing URI now needs the latest version of that.
The 5.08 change is simply an extra module (secure version of nntp - I had assumed nntp was basically extinct) so I think this should just drop in.

That's how it worked for me :) no changes required other than an MD5SUM adjustment. NNTP isn't fully extinct yet, but I was surprised to see it as well
Need to validate this. Check the old location for updates.
