That's the debian rules (i.e. debian/). Try http://deb.debian.org/debian/pool/main/i/iso-codes/iso-codes_4.7.0.orig.tar.xz We've use debian .orig tarballs in the past, I think.

Both gimp and gst-plugins-base found it. I suspect gtk+-3 would need to be told to look for it.
