I could not find a change log, but a diff with the previous version showed thise significant files have changed:

include/X11/extensions/XI2.h
include/X11/extensions/XI2proto.h
include/X11/Xmd.h
inputproto.pc.in

The only code changes refer to touchpad gestures.

Replying to Bruce Dubbs:

From the xorg-announce list:

Subject: [ANNOUNCE] xorgproto 2021.5

This release introduces the version 2.4 of the X Input protocol. It contains
the addition of the concept of touchpad gestures. Touchpad gesture is an
interaction of two or more fingers that can be interpreted as a swipe or a
pinch.

The previous 2021.4.99.2 development snapshot already contained this feature,
this release marks it as officially released.
