See the ChangeLog in the tarball for changes. There are 448 entries for this major version that documents 22 development releases. That is too much to reproduce here.

The build procedure for bind-utils has changed. The order of libraries has to be changed and a new library, libns, built.

Also the libraries for bind-utils have to explicitly installed.
