Reopening this bug as things have changed just a bit and the instructions will need to be modified. Right now we pass datadir=/lib and this now causes locale data to be installed in /lib/locale instead of /usr/share/locale.
Not good.
Removing --datadir and instead passing --with-default-dict=/lib/cracklib/pw_dict seems to get everything installed where it belongs.
Will test and update the book before closing the bug again.

Updated the installation commands so that the installed files end up in the correct locations. Below is a list of all installed files (except for the optional Python modules):
