It seems only affecting users of noto-cjk (for now).

To whoever will do this ticket: please upgrade to harfbuzz-4.0.0 first before this. Then start some graphic applications and see if there are something rendered badly.

If this issue affects widely, temporary workaround: sed 's/^#if HB.*$/#if 0/g' pango/pango-layout.c -i.orig.
