Minimum dependencies similar to firefox-102, particularly cbindgen >= 0.23, icu >= 71.1, nspr >= 4.34, nss >= 3.79, rustc >= 1.59.0, tested with 1.60.0.
The environment variable MACH_USE_SYSTEM_PYTHON has been deprecated, replace it by MACH_BUILD_PYTHON_NATIVE_PACKAGE_SOURCE=system.
At some point in the past we dropped system libvpx when thunderbird failed to build against v1.8.0, but firefox 102 and thunderbird 102 ship libvpx v1.11.0 and the thunderbird build now checks for libvpx >= 1.8.0 so --with-system-libvpx can be reinstated.
On my -j4 build that reduces the installed file size to 202 MB (saves 6 MB) and saves almost a whole SBU in the time.
