 SeaMonkey 2.53.13 contains (among other changes) the following major changes relative to SeaMonkey 2.53.12:

    Updates to devtools.
    Updates to build configuration.
    Starting the switch from Python 2 to Python 3 in the build system.
    Removal of array comprehensions, legacy iterators and generators
    Adding initial optional chaining and Promise.allSettled() support.

Seamonkey 2.53.12 had fixes up to Firefox-91.9, so this will have the following CVE fixes in it:

CVE-2022-31736 CVE-2022-31737 CVE-2022-21738 CVE-2022-31740 CVE-2022-31741 CVE-2022-31742 CVE-2022-31747 CVE-2022-1834 CVE-2022-34479 CVE-2022-34470 CVE-2022-34468 CVE-2022-34481 CVE-2022-31744 CVE-2022-34472 CVE-2022-2200 CVE-2022-2226 and CVE-2022-34484

Memory safety, prototype pollution (privileged code execution), incorrect error pages, browser spoofing, content security policy bypasses, integer overflows, incorrect signatures, sandbox bypasses, remotely exploitable crashes, information disclosure, and memory corruption.
