That's a tag, not a release. The most current release is version 0.24.3 which is what we have. Is there something that needs the latest tagged version?
It looks like they've stopped to issue new GitHub releases. On crates.io (https://crates.io/crates/cbindgen) the latest release is shown as 0.25.0.

I'll try to see if Firefox and Thunderbird build fine with rustc-1.72.0/cbindgen-0.25.0.
