For BLFS 13.0, no new version is required. The only new commit since the last tarball was created is: 

commit 0480cb05fa188d37ae87e8f4fd8f1aea3711f7ee (HEAD -> master, origin/master, origin/HEAD, origin/GPLv2-only)

    riscv64: add compile support
    
    This patch is a basic enablement that supports riscv64 compile.
    We are working on adding vector optimizations with riscv64 rvv
    extensions, and will push the implementations later.

We don't support RISCV64, so we should be safe skipping this one!
