New major version.
Binaries now available at https://jdk.java.net/21/, a jdk-21.0-ga tag is not created in https://github.com/openjdk/jdk21u yet.

There is now a jdk-21-ga tag.

There is an "official" source file at https://download.java.net/openjdk/jdk21/ri/openjdk-21+35_src.zip, which shows the point release is 35. Note that the repo for the first 21 major version is https://github.com/openjdk/jdk21 (without the u). The one with the u is for future updates (jdk-21.0.x). I think we can safely take the jdk-21+35 tag, but let's wait a day or two to see whether upstream make a
-gatag.
