It increases the number of test failures in SpiderMonkey from 8 to 41.

Both libreoffice and qtwebengine fail to build. That area of libreoffice is complex and will probably need upstream to solve it. I have --without-system-icu at the moment. I've attached a patch for qtwebengine 6.6.0 that will illuminate how to fix 5.15.6 (which I do not build).
