Description

New minor version.

Almost all lxqt packages have been updated to 1.4.0.

Exceptions: libqtxdg-3.12.0, qtxdg-tools-3.12.0, qps-2.8.0, lxqt-archiver-0.9.0, screengrab-2.7.0

kf5 and plasma can be updated when we do the mid-cycle update next month.
