Firefox and Thunderbird no longer require Python-3.11 to build

Description

Subject says it all. Tested building on 12.1 and 12.2-git without python-3.11 installed. Seamonkey still needs it.

Created so https://lists.linuxfromscratch.org/sympa/arc/blfs-dev/2024-04/msg00105.html doesn't get lost.

Firefox 115.10.0 no longer needs Python 3.11.

Thunderbird-115.10.1 does not need Python 3.11 as well.

SeaMonkey still needs Python 3.11 and it's nontrivial to rid it off.

Fixed r12.1-685-g99d85abd41 and r12.1-663-gea97ea12a2.

I won't try to port it for SeaMonkey.
