Upstream says there is nothing "new" in this release. The ChangeLog indicates a few bugfixes, several related to lua.

Not obvious in the release notes: 

wnpa-sec-2024-09. Editcap secret injection crash. Fixed in 4.2.5, 4.0.15, 3.6.23.
wnpa-sec-2024-08. Editcap byte chopping crash. Fixed in 4.2.5, 4.0.15, 3.6.23.
wnpa-sec-2024-07. MONGO and ZigBee TLV dissector infinite loops. Fixed in 4.2.5, 4.0.15, 3.6.23.
