xmlto 0.0.29

A new release on Arch pointed out that there is a tagged release at

https://pagure.io/xmlto/releases

but there is no tarball at the release folder that is referenced there, as there has been up to 0.0.28, which is now 8 1/2 years old. I am able to download and successfully build a .gz using the download button on that page.

This release solves the GCC 14 sed.

It needs an autoconf. It'd be better if the upstream releases a tarball with the configure script.
