Is the version of Vulkan-Loader still tied to Vulkan-Headers? Loader-1.3.290 builds fine against Headers-1.3.292.

Probably not, but what does the header provide if the loader does not change? The only reference to Vulkan-Header in BLFS is in Vulkan-Loader.
