Two things from the release notes regarding libraries stick out: 

The functions that were in the libbind9 shared library have been moved to the libisc and 
libisccfg libraries. The now-empty libbind9 has been removed and is no longer installed.

The irs_resconf module has been moved to the libdns shared library. The now-empty libirs 
library has been removed and is no longer installed. [GL #3904]

There's also a dependency on liburcu now, which Thomas mentioned in IRC. :)

The tests now require the hypothesis python module to function correctly. I'm testing with a virtual environment now similar to the Python modules that use it for testing.
