External packages used in Xorg-7.x

Description
xterm, MesaLib, libdrm and rman are all external packages developed outside of Xorg. Where these are shipped with the tarballs for the monolithis Xorg-6 and XFree86, they are not provided for the Xorg-7.x releases.
The plan is to move these packages out of the Xorg-7 chapter and into more general chapters. xterm and rman will be in general utilities, MesaLib will be in X libraries, and libdrm will be in general libraries. Additionally, a note in the form of an xinclude will be added to the top of these 4 packages notifying the user that they should only be built if you are using Xorg-7 and they are provided by Xorg-6 and XFree86.
Additionally, xterm will be updated to the current 218 version which will fix the security vulnerability in #2100.

Got ahead of myself with luit. We're using the one developed by Xorg, not the one Tom Dickey develops. That's a separate issue to think about. It remains in the Xorg-7 chapter.
Fix committed in r6289.
And luit will be moved to general utilities.
