The configure script complains:
!!! WARNING !!! YOU ARE DISABLING PAM SUPPORT! FOR screen TO WORK IT WILL NEED TO RUN AS SUID root BINARY THIS CONFIGURATION IS _HIGHLY_ NOT RECOMMENDED! !!! WARNING !!!

I cannot see how PAM or not is related to SUID or not. To run screen w/o SUID we need to create /run/screen with mode 777 on boot. And doing so will disable screen multiuser support.
I think the message is just bullsh*t. Closing as invalid.

But even if I enable PAM the installed executable is still SUID.
