* **INCOMPATIBLE CHANGE** - the 'collate-options' option no longer
accepts a single string in perl hash notation as value. It now requires
the option to be used once per collate option in a more standardised
format, due to a code injection vulnerability. For example, instead of e.g:
--collate-options="level => 4, variable => 'non-ignorable'", the format
is: --collate-options level=4 --collate-options variable='non-ignorable'
* Support for 32-bit Windows has been discontinued.
* Improved Unicode support for Windows (thanks to John Collins)
* Misc bug fixes

This is going to need me to retest all of the perl modules against the new minor version of Perl. Let's wait on this until I update the perl modules during the first week of August.
