Description
If the GSM package is installed, the build will fail. You must add
-D gsm=disabled
to the meson setup command to omit linking to the GSM library.
gst-plugins-bad-1.26.4 will then build successfully.

P.S. the point is we don't test a configuration with out-of-the-book packages when we perform the QA test, thus we've no way to guarantee things will work with an out-of-the-book package. So we also need to note that when we explain "External Dependencies" in building-notes.xml.

Explained the lack of QA for external packages at r12.3-1214-g687f177225 and marked GSM broken for gst-plugins-bad at r12.3-1215-g175c35a5c5.

IMO we shouldn't change the instruction for a breakage from something out of the book. Perhaps just add a "(currently broken)" notion for the link to GSM.
