bind-utils missing --sysconfdir=/etc

Description

The configure instruction of bind-utils is missing --sysconfdir=/etc. This causes at least the utility rndc to look in /usr/etc instead of /etc for rndc.conf or rndc.key: 

$ rndc dumpdb -cache
rndc: neither /usr/etc/rndc.conf nor /usr/etc/rndc.key was found

Maybe its wise to use generally the same directory settings at the configure command as they are used in the bind package.
