Program xsltproc found: YES (/bin/xsltproc)

../docs/meson.build:16:8: ERROR: Problem encountered: Unable to find Docbook XSL stylesheets for man pages

meson setup fails if Docbook stuff isn't install even there is a -D apidocs=false given.

seems to fix it, I'll update the book to make docbook-xsl recommended.
