libjpeg-turbo-3.1.3 (new download location)

libjpeg-turbo-3.1.3 is now out and there have been several releases inbetween the 3.0.1 that we currently have.

From the upstream README.md file on Sourceforge:

### Official libjpeg-turbo releases have moved to GitHub:
### <https://github.com/libjpeg-turbo/libjpeg-turbo/releases>

### The libjpeg-turbo YUM repository has moved to packagecloud:
### <https://libjpeg-turbo.org/Downloads/YUM>

### libjpeg-turbo 3.0.1 and earlier will remain available on SourceForge 
for the foreseeable future, but libjpeg-turbo 3.0.2 and later will only 
be available on GitHub and packagecloud.

The new location is at ​https://github.com/libjpeg-turbo/libjpeg-turbo/releases
