html5lib-1.1 FBTFS with setuptools-82.0.0

While building html5lib for tagging, I got a build failure:

The underlying issue is due to the removal of the pkg_resources module from setuptools-82.0.0.

I was able to get this building with the following seds:

sed -i 's/from pkg_resources import/from packaging.version import parse as/' setup.py 
sed -i 's/import pkg_resources/pkg_resources = None/' setup.py

This is loosely based on ​https://github.com/html5lib/html5lib-python/pull/592, but ignoring the try/except statements and using the packaging module instead of calling internal setuptools functions.
