Key Changes and Platform Enablement

    NVL-S Upstream: Enabled VP9 and JPEG encode support.

Bug Fixes

    HEVC Decode: Fixed subset params buffer copy size.
    AV1 Decode: Fixed mismatch order programming check for reference frames; reordered 
tile packet
    registration in Xe3_LPM_base.
    VP9 Decode: Initialized frame status buffer memory; fixed copy operations for
    DecodeVp9BufferUpdatePost.
    Media Decode: Stopped incorrectly reducing slice number when app layer destroys
    SliceDataBuffer.

Nova Lake support was added, so I've needed to update the Note. Unfortunately the CMAKE_POLICY_VERSION_MINIMUM flag still needs to be set.
