Fixes
Default Alpha to false to avoid rare video performance problems for issue #218.
Properly handle unterminated strings in configuration files for issue #227.
Properly handle a string parsing error for _NET_STARTUP_ID for issue bbidulock/icewm#37.
Free the picture before its pixmap to prevent an error message.

Changes
Add a new winoption ignoreUserTime for issue bbidulock/icewm#833.
Add a "mousemove" command to icesh for issue #191.

Updated translations: Ukrainian, Turkish, Greek,
Georgian, Danish, Chinese (zh_CN+zh_TW).
