there is also a v2.22 tag on github (https://github.com/plk/biber/releases/tag/v2.22), but no release (yet)

- INCOMPATIBLE CHANGE - the 'collate-options' option no longer accepts a single string in perl hash notation as value. It now requires the option to be used once per collate option in a more standardised format, due to a code injection vulnerability. For example, instead of e.g: --collate-options="level => 4, variable => 'non-ignorable'", the format is: --collate-options level=4 --collate-options variable='non-ignorable'
- Support for 32-bit Windows has been discontinued.
- Improved Unicode support for Windows (thanks to John Collins)
- Misc bug fixes

Just FYI: today (2026-08-17), I tried to download biber-2.22, and I couldn't find it. Then I could download from sourceforge an unversioned biblatex-biber.tar.gz, which extracts to biblatex-biber-2.22... Not sure what is going on.
