Description
There are several packages which contain some reference similar to:
"If you have TeX installed and wish to create alternate forms of the documentation, then issue any or all of the following commands:"
This is actually technically incorrect in that creating the HTML and TEXT versions of the docs does not require TeX. makeinfo from the Texinfo package (from LFS) is sufficient.
Therefore, as we run across packages that contain this abiguity, the verbiage should be replaced with something such as:
"You can create alternate forms of the documentation (PDF, DVI and Postscript requires a <xref linkend="tetex"/> installation) by issuing any or all of the following commands:"

Because I had to touch all the packages that use TeTex, I fixed all the instances pertaining to this ticket. All the makeinfo commands have been separated from the PDF, DVI, PS stuff. The makeinfo commands were added to the default build and installation in all affected packages.
