Specifically, review the "The Package Installs Manual Pages in Incorrect or Non-Displayable Encoding" section to see if anything there is still valid, if not, then remove it.

I reviewed the checkman.sh script and it seems OK to me. I found 6 man pages with UTF-8 characters in the normal pages and many in non-English pages. None gave me any problems. Most of the UTF-8 characters are author names.
