The makeinfo commands in fail with the following error: 

#makeinfo --html --no-split -o doc/ksba_nochunks.html doc/ksba.texi
doc/gpl.texi:668: @unnumberedsec seen before @end enumerate
doc/gpl.texi:725: unmatched `@end enumerate'
#

Libksba and PIN-Entry are two such packages that contain makeinfo commands.
