Provides additional entropy to /dev/random. Goes in security section.

Build is simple CMMI. make check is quick. Overall about 0.1 SBU. Will need a boot script, but we really only need to start it with /usr/sbin/haveged. I don't think options are needed. We will need a boot script, but only to start. I don't see a reason for a stop or restart target.

We are a little too close to package freeze to put this into 7.5.
