Downgrading back to 1.3.27; Jay you did step on my toes, but no harm done ;)

Just to explain; Apache 1.3 and 2.0 are not compatible. Hence if apache2 is going to make it into the blfs-book, it should be as yet another package. Both versions can be installed on the same system and work together. (in fact when I wrote the section for 1.3, I had been taking notes to eventually write the 2.0 section; though I lost those notes recently when I ended up doing an 'rm -rf /home/highos' on quasar, so :)
