Requested 'cogl-1.0 >= 1.17.3' but version of Cogl is 1.16.2

I think this version of cogl is not stable, only even are stable, so, I am lowering priority and giving back to the book.

One test fail. Hangs there forever, I have to close by hand a window open by the test, which then continues: 

ERROR: actor-offscreen-redirect - missing test plan
ERROR: actor-offscreen-redirect - exited with status 143 (terminated by signal 15?)

With that, I cannot determine with any accuracy the test SBU.
