Hi!
The instructions for the Bluez state that the /etc/sysconfig/bluetooth gets installed using the "make install-bluetooth" with the BLFS bootscripts. Though, the BLFS bootscripts do not copy the bluetooth file from the blfs/sysconfig/ to the $(EXTDIR)/sysconfig/ from their Makefile.

Closing, but I did add a note to the bootscripts page about where the full archive of all versions are located.

What version of the bootscripts are you using. The most recent version, blfs-bootscripts-20140316 does have the command:
install -m ${CONFMODE} blfs/sysconfig/bluetooth ${EXTDIR}/sysconfig/bluetooth
