Acc to Gentoo, the following pkgs depend on vte (all gtk+ apps):
- cssed
- anjuta
- gnome-mud
- grip
- gnome-terminal

No need to install vte in $GNOME_PREFIX.

I vote for /usr since there is at least one package not in the book that uses vte and does not use the rest of GNOME. It is some lightweight mc-like gtk2 graphical file manager, forgot its name...
