I agree, the paragraph is factually incorrect. I am confused by the statement that it caused a compile failure using the books instructions.

The OP was not exactly following the BOOK, he had installed pkgconfig with --prefix=/usr/stow/pkgconfig/$version, which turned out to be good since it lead to finding the error in the book :)
