Bruce, this is a "library for reading RAW files obtained from digital photo cameras". Perhaps it could be done when you do #6470 v4l-utils-1.6.3?

I needed v4l for my built in laptop camera to work. I haven't tried connecting a photo camera to my system. I'll need to do some research to test that.
Generally for libraries, I just check that programs that need it can link properly. I do not try to do the developer's testing work.

Just grepped:
kde/add/libkdcraw.xml: <xref linkend="libraw"/>
It is required for and only used by libkdcraw. In turn,
kde/add/gwenview.xml: <xref linkend="libkdcraw"/>
Also required.
Therefore, I think just updating KDE will be enough, not v4linux.
