I just started to build the perl deps for biber, and in my stripped-down system URI is second on the list (normally, I build a lot more before I get to texlive, so I had forgotten this is also used here). Builds ok. Looking at the tests I was startled to see several lines of

Use of uninitialized value in lc at /scratch/working/URI-1.68/blib/lib/URI/file/Base.pm line 66.

in the t/oldfile.t test, but looking back at 1.67 built on perl-5.20.2 there were the same messages and it ends in PASS.
