Building packages as root issue

Description ¶
We should consider modifying the instructions to assume building as normal user and switching to root only when necessary. I don't know why it was decided the way it is now. Maybe because it was easier?

A decision has been reached to implement a strategy for building as one user and using root only to install the package and do the configuring of the package. Randy said he would write a lead-in about this (should probably be included in Chapter 2 somewhere).
This bug can be closed once there's some Chapter 2 indroductory text. The instructions to add into the various packages can be found in the template skeleton.
