Now officially announced at https://inkscape.org/en/news/2017/01/04/inkscape-version-092-released/ . Sill not avaliable from the launchpad site (which only lists 0.92 release candidates).

I had hoped to pick this up (I left systems "ready" since before 7.10 was released), but that isn't going to happen for the moment (other problems here, too much has changed, and all my systems use ImageMagick-7). So just some comments:
- When I looked at -pre4, it installed a load of static libs. I think they were in /usr/lib/inkscape and probably unwanted.
- At that point I only did a DESTDIR install, hoping for feedback on my questions - it looked as if the installed shared lib had an odd symlink, maybe a straight install will be fine.
- We recomment ImageMagick - all my available systems have IM7 (which is fine for everything else I use), but this is probably the one package which cannot use that (major rewrites in IM). In answer to my questions about what IM provides, there was a suggestion that perhaps some extensions can use it.

Excerpt from Release notes:
New dependencies The Paintbucket and Trace Bitmap tools now use an external copy of the Potrace library, which is available in many Linux distributions or can be obtained from http://potrace.sourceforge.net Export to Optimized SVG now depends upon an external copy of the Scour python module, which can be obtained via pip (pip install scour), package management (version may be outdated) or from the scour project github site. For Windows versions, the module is included.
Do not know whether those deps are mandatory, or can be disabled. OTOH, they look like nice tools to have.

Fixed are revision 18168.
