Downgrading the bug as I found an FTP download URL for the old package

Just in case the old ftp download URL from the official NcFTP FTP site was not commented out in the XML source, here's the URL that should be used when the update to 3.1.8 is done:

​ftp://ftp.ncftp.com/ncftp/ncftp-3.1.8-src.tar.bz2

This will give users a tip that there's an official NcFTP home page: ​http://www.ncftp.com/
