From the support mailing list (Riccardo G Corsi):
As written in the book, Okular supports many document formats including DjVu. To enable support for this format it is required pre-building DjVuLibre library, (it is documented in "optional" for the Evince package). I've tried, ok.
Perhaps it is worth adding an "optional" DjVuLibre also for Okular.

I shall give it a try...
Installed djvulibre-3.5.27 with just ./configure --prefix=/usr; make; make install
djvulibre is found when running cmake for Okular, and compilation and installation are OK. It works for reading a djvu book.
Off topic but this is a defect: Manual pages are installed in $KF5_PREFIX/share/man, which is not in the MANPATH... Some other KF5 applications man pages are installed there too. Will file a ticket.
