Noted in the introduction:
"The Make package contains a program for compiling large packages."
large packages?
It compiles very tiny, teensy, weensy ones as well. :-)
Is "large" really necessary?

Adding an additional comment to this bug to reflect Archaic closing 1546 as a duplicate. It is not a duplicate bug. This bug has to do with text in the introductory paragraph.
The now closed 1546 bug has to do with text in the program descriptions.
There are two different places now in the bug to look at and possibly fix.
