Description
'cp -v ld/ld-new /tools/bin' should be 'cp -v ld/ld-new /tools/bin/'

The udev update branch is no longer valid. It has been merged into the trunk.
The cp command is correct, although the suggested change is also correct. If the destination is a directory, the trailing slash is not required. The directory is created by the 'make install' instruction in the same section.
