Link to Hints under Package Management points to "unmaintained hints"

Description

In the intro to section 6.3, the link to the "Hints subproject" is to the hints/downloads/files directory. According to hints/read.html, those are "unmaintained hints". The link should point to ​LFS Hints Project Homepage or to ​Read Hints Online.

Technically, the hints/downloads/files/ directory is not all unmaintained. Still, the Hints subproject link should point somewhere better. I think hints/read.html sounds good.
